CUPA Performance Evaluation
California law requires the Secretary of CalEPA to periodically review and assess the ability of each Certified Unified Program Agency (CUPA) to continually meet the intent of the law: coordination, consolidation, and consistency in implementation and enforcement of all Unified Program elements. More information on the Unified Program can be found here.
The HMBP/CalARP unit oversees and implements the California Accidental Release Prevention (CalARP) and Hazardous Materials Business Plan (HMBP) programs, including the Area Plan. Triennial performance evaluations of each CUPA are conducted to ensure that the CUPA programs are consistent statewide, conform to standards, and deliver quality environmental protection at the local level.
The standards for the CUPA performance evaluation process are described in Title 27 of the California Code of Regulations and expanded in a variety of guidance documents. The CUPA performance evaluation schedule can be found on the CalEPA website.
