NOTICE
Notice is hereby given that the California-Mexico Border Relations Council will be holding a meeting consistent with the information below.
Video and Teleconferencing Meeting
No Physical Meeting Location (Authorized by and in furtherance of Executive Orders N-29-20 and N-33-20.)
Video and Teleconference Meeting During COVID-19 Emergency: As a result of the COVID-19 emergency and the Governor’s Executive Orders to protect public health by limiting public gatherings and requiring social distancing, this meeting will occur solely via remote presence.

The Council is comprised of the state secretaries or directors of the following agencies:
– California Environmental Protection Agency;
– California Health and Human Services Agency;
– California Natural Resources Agency;
– California State Transportation Agency;
– California Department of Food and Agriculture;
– California Governor’s Office of Emergency Services;
– Business, Consumer Services and Housing Agency;
– California Governor’s Office of Business and Economic Development; and
The U.S. Environmental Protection Agency, which serves as is an ex-officio member.
AGENDA
Members of the public will have an opportunity to comment on each agenda item during the discussion or consideration of the item, consistent with Government Code section 11125.7(a).

- The Council will share a summary of COVID-19 impacts on cross-border transportation, COVID-19 transportation guidance at the border, and an update on the Border Master Plan.

- Councilmembers will share any remaining border updates.

5. Baja California Updates – Secretariats of Baja California

- The Council will hear updates regarding border initiatives in Baja California.

6. USEPA/SEMARNAT – Federal Updates (*Additional California-Mexico Updates)

- The Council will share updates from the U.S. Environmental Protection Agency.
- The Council will share updates regarding environmental initiatives in Mexico and California and a Climate and Environment Memorandum of Understanding between the State of California. The California Environmental Protection Agency/CalEPA and the California Natural Resources Agency/CNRA with Mexico’s Ministry of the Environment/SEMARNAT (updates from CalEPA, CNRA, and SEMARNAT).

7. Update on Impacts and Protections for Border Communities, including Binational Workers, during COVID-19 at the Border

- The Council will share updates on supporting safe workplaces at the border, including workplaces for food and agricultural workers (updates from the California Department of Food and Agriculture and the California Governor’s Office of Business and Economic Development).

- The Council will share an overview of essential worker protections during COVID-19, and COVID-19 rates and protections (updates from the Labor and Workforce Development Agency).

- The Council will share an overview of cross-border collaboration to support the public health response in border communities, including work at the border and Personal Protective Equipment (California Office of Emergency Services and the Office of Binational Border Health).

8. California Mexico Border Relations Council Draft Annual Report – California Environmental Protection Agency

- The Council will share a presentation on, then review and discuss the 2019 California-Mexico Border Relations Council Draft Annual Report to the Legislature. The Council may take action to approve the Draft Annual Report.

9. Vote to Approve Draft Minutes – Chair Blumenfeld

- Discussion and possible action item to adopt minutes from the November 19, 2019 meeting.

- The Council will decide on the next Council meeting date and discuss possible agenda.
