Julie Henderson, Deputy Secretary for Health and Public Policy

Julie Henderson was appointed by Governor Edmund G. Brown Jr. in November 2017 to serve as Deputy Secretary for Health and Public Policy at the California Environmental Protection Agency. She served previously as a Senior Advisor to Governor Brown on education, health and human services, pension and corrections policy matters. She also served in the California Department of Justice as a Special Assistant Attorney General to Attorney General Brown, advising on a range of issues including consumer protection, ballot measures, fraud, and appellate criminal cases. She also advised on class action matters involving prisons, medical care and mental health care. Most recently, she was Senior Vice President of Public Affairs at the University of California, Office of the President, where she led the communications, policy analysis, alumni and constituent affairs and institutional advancement departments in developing system wide relationship and support building efforts, including support for advancing system wide initiatives focused on the UC System’s effort to achieve carbon neutrality, as well as research and education priorities shared by the UC System and Mexico. Prior to entering government service, Julie was Vice President and Associate General Counsel at Gap Inc. There, she led the global intellectual property and international retail legal teams and oversaw legal strategy and business development. She also served as litigation associate at Orrick, Herrington and Sutcliffe.

Julie graduated from the University of Notre Dame with a degree in government and received her law degree from Santa Clara University School of Law.
