Anna Naimark, Undersecretary for Environmental Protection
Anna Naimark serves as Undersecretary at the California Environmental Protection Agency, where she provides leadership and strategic direction across the Agency’s boards, departments and office.
Naimark brings extensive experience in water policy, public policy, law, international affairs, and government. Before her appointment as Undersecretary in June 2026, she served as Deputy Secretary and Special Counsel for Water Policy at CalEPA, a position she held since 2022. Prior to joining CalEPA, Naimark served as Senior Advisor for Tribal Negotiations in the Office of Governor Gavin Newsom, where she worked on issues involving tribal governments and state policy.
Earlier in her career, Naimark served as a Program Examiner at the White House Office of Management and Budget and as a Human Rights Expert and Political Officer at the United States Mission to the United Nations Human Rights Council. Her experience also includes work with the Open Society Foundations, Human Rights First, the American Civil Liberties Union of Northern California, the Center for Human Rights and Environment and the War Crimes Research Office.
Naimark is a member of the California Bar Association. She earned a Juris Doctor from American University Washington College of Law, a Master of Arts in International Peace and Conflict Resolution from the American University School of International Service, and a Bachelor of Arts in International Economic Policy from American University.
