Sophia A. Carrillo, Assistant General Counsel for Enforcement

In April 2025, Gov. Gavin Newsom appointed Sophia A. Carrillo to the California Environmental Protection Agency as the Assistant General Counsel for Enforcement. 

Carrillo is experienced in civil and criminal litigation, enforcement, sensitive investigations, and negotiations. Carrillo began her legal career working on international disputes and enjoys strategist roles. She approaches problems with both prosecutorial discernment and a litigator’s imagination. She has a particular interest in corporate fraud and risk management.

Carrillo previously served as an Assistant United States Attorney in the United States Attorney’s Office for the Central District of California. Before that, she was a Deputy Attorney General in the Civil Rights Enforcement Section at the California Attorney General’s Office. She served on affirmative civil rights litigation teams. She has coordinated multi-state actions, represented state agencies and boards in state and federal courts, and drafted legislation. During the pandemic, she developed novel workers’ rights investigations. Carrillo previously served in the District of Columbia government. She is a Stanford Law graduate. She clerked in the Eastern District of California.
