Portrait of Christina Morkner Brown, Deputy Secretary for Law Enforcement and CounselChristina Mokner Brown was appointed by Governor Gavin Newson in May 2019 to serve as Deputy Secretary for Law Enforcement and Counsel. She provides legal counsel and advice on a wide range of legal issues and coordinates legal matters with the six boards, departments, and office within CalEPA.

Christina worked as a Deputy Attorney General at the California Attorney General’s Office representing and advising state agencies in cases involving state owned and managed lands and environmental resource regulations. Between 2010 and 2017, Christina worked at the California Air Resources Board, where she served as a Staff Attorney and Assistant Chief Counsel.

Before joining state service, Christina was a litigation associate at Kenyon Yeates, where she represented clients in land use and environmental matters.

Christina earned her law degree from the University of the Pacific, McGeorge School of Law.
