Caroline Godkin, Deputy Secretary for Environmental Policy and Emergency Response

Caroline Godkin was appointed by Governor Gavin Newsom in August 2019 to serve as Deputy Secretary for Environmental Policy and Emergency Response.

Prior to joining CalEPA, Caroline worked within the California Natural Resources Agency first as a Deputy Director at CAL FIRE and then as the Deputy Secretary for Legislation. She worked on policy areas related to wildfire and forestry, water and water infrastructure management, land preservation, endangered species, oil and gas regulation, parks bond measures, and climate adaptation. Caroline began her state service in California with the Legislative Analyst’s Office where she acted as non-partisan adviser to the California Legislature on natural resources and environmental protection programs.

Caroline also has extensive experience in management consulting both in the United Kingdom and in California. Her clients included multinational private sector clients as well as UK government entities such as the UK Ministry of Defense. In California her clients included a number of state entities.  

Caroline holds a Master of Public Policy and Management from Carnegie Mellon University where she was a Heinz Fellow. She also holds a Master of Engineering and Bachelor of Arts from Cambridge University.
