EF-10 California Hazardous Materials and Oil Emergency Function

The California Environmental Protection Agency (Cal/EPA) serves as the lead agency for coordinating oil and hazardous materials response actions. Cal/EPA is responsible for facilitating the maintenance and implementation of EF-10 with input and assistance from all Cal/EPA Boards, Departments and Offices. Primary Agencies have jurisdictional authority and capabilities to prepare respond, mitigate and recover from oil and hazardous materials emergencies. The Primary Agency’s role is dependent upon whether the incident affects the inland or coastal zone, on state streets, highways or state owned buildings.

The scope of EF-10 includes the appropriate actions to prepare for, respond to, and recover from threats to public health and safety, property or the environment, caused by actual or potential oil and hazardous materials incidents. Appropriate actions may include but are not limited to:

  • Minimizing and containing a release.
  • Removing drums, barrels, tanks or other bulk storage containers that contain hazardous materials or oil.
  • Setting or recommending evacuation, re-entry, clearance and remediation levels.
  • Stabilizing the release and preventing the spread of contamination or the threat to the public, property and the environment.

EF-10 Guidance Documents

The California Hazardous Materials and Oil Emergency Function Annex is an annex to the State of California Emergency Plan (SEP). The Annex defines the organization, scope, and coordination structure of oil and hazardous materials response and emergency management activities of the stakeholders and partners in a disaster or large scale incident.
